Amendments to the PPPA were passed by both Houses of the Parliament in the first half of 2012, and came into force mid-year. Amongst other changes, they remove the need to reapply each year for a print and publication permit, and allow a person aggrieved by the minister’s decision (to grant or refuse permission, to revoke or to attach a condition to a permit) to seek review of that decision by the courts. These changes are, of course, welcome. Having said that, judicial review will still be a costly undertaking for any publisher.
